Bhagwan Dada (Rajnikant) works for Shamboo Dada (Danny). Shamboo runs all bad & illegal businesses in Kali basti. One day Bhagwan sees the body of a young widow Shanti (Deepika) hanging in Shamboo's den. Shamboo confesses to Bhagwan that he had molested Shanti. Bhagwan becomes furious and due to this with Shamboo was about to murder him but Shanti's little son come his way. At the same moment Bhagwan changes plan and pledges to turn 'Kali Basti' into Shanti Nagar. He names the orphan as Govinda but these steps make Shamboo his biggest enemy. Another young man Saroop (Rakesh Roshan) comes to Bombay in search of job and stays with Bhagwan as his younger brother. He falls in love with a girl Bijlee (Sridevi) who makes fool of men and extracts money from them. But Bhagwan learns about her tragic story and accepts her as Saroop's to be wife. Everything was going fine until Shamboo Dada plays his wicked tricks. He kidnaps Govinda and a press reporter Madhoo (Tina Munim) with the plans of eliminating Bhagwan. What will Bhagwan do now? Will he again take illegal path to save them? What happened to proposed marriage of Saroop & Bijlee?
